Add exemptions under child endangerment law

Summary:

Establishes an exemption from prosecution for child endangerment under some circumstances. For example, this bill would prevent prosecution if "there is no actual injury or harm" and "the decision made is in keeping with the parent or guardian's family values."

The House amended the bill to instead state it is not child endangerment "for parents to allow children to take reasonable risks to further their development as independent human beings."
