This week a House committee heard testimony on whether New Hampshire should withdraw from the Regional Greenhouse Gas Initiative (RGGI).

Under RGGI, major emitters of carbon dioxide must purchase allowances.  The funds from those allowances are then used for energy efficiency projects and ratepayer rebates.  Eight other New England states participate.

U.S. Senate Majority Leader Mitch McConnell recently sent a letter to Governor Maggie Hassan asking her to oppose a federal plan to cut carbon emissions.

The "Clean Power Plan," proposed by the Environmental Protection Agency (EPA), requires states to reduce carbon emissions by 30% in 30 years.

On Friday, May 6 Gov. Maggie Hassan issued an executive order setting a goal of a 50% reduction in aggregate fossil fuel use in state government by the year 2030.  The order also sets a goal of a 30% reduction in greenhouse gas emissions from the state passenger vehicle fleet.

This week, California Gov. Jerry Brown signed a new law which sets strict limits for the state’s greenhouse gas emissions, creating a new target of lowering them to 40% below 1990 levels by 2030. The goal exceeds the federally mandated Clean Power Plan limits, which require emissions nationally to be reduced to 32% below 2012 levels by 2030.

Currently, NH's renewable energy fund offers rebates for new commercial or residential high-efficiency, bulk-fed wood pellet boilers or furnaces. Last year, these rebates totaled roughly $700,000.

Lebanon is the latest New Hampshire municipality to sign on to the goals of the Paris Climate Accord.

President Trump pulled the United States out of the international agreement to reduce carbon pollution earlier this year.  Since then many states, municipalities, and businesses have independently pledged to uphold carbon reduction goals.
